20<sup>th<\/sup> century<a href=\"https:\/\/www.op-estuaires.fr\/en\/op-estuaires\/pecheries-concernees__trashed\/la-civelle\/\">the European eel stock<\/a> is declining. At that time, glass eels, one of the eel's development stages, were fished with no limit of catches by French professional and recreational fishermen. As this fish is not sold at the fish auction like the other fish, producers directly sold their production to the ten fish wholesalers located in France. Glass eels were almost exclusively for human consumption at glass eel stage or eels. The Asian market, with a very high price per kilo, was the most profitable market.<\/p>\n<\/div><\/section><\/div><div  class='flex_column av-av_one_full-cab6cb91e42b24d4f503cdabdc5ed6e0 av_one_full  avia-builder-el-5  el_after_av_one_half  avia-builder-el-last  first flex_column_div  column-top-margin'     ><section  class='av_textblock_section av-m793b3ik-6aee69381fad91457bbd09711171f2a4'   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><section class=\"kc-elm kc-css-172819 kc_row\">\n<div class=\"kc-row-container kc-container\">\n<div class=\"kc-wrap-columns\">\n<div class=\"kc-elm kc-css-1938533 kc_col-sm-12 kc_column kc_col-sm-12\">\n<div class=\"kc-col-container\">\n<div class=\"kc-elm kc-css-1600197 kc_text_block\">\n<p>To reduce human-caused mortality, the European Union Council voted in September 2007 an <a href=\"https:\/\/www.op-estuaires.fr\/en\/reglementation\/\">European Regulation EC No 1100\/2007<\/a>imposing the establishment of a regulation of fishing activity for the Member States concerned and to reserve 60% of production to the restocking operations of European rivers.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<section class=\"kc-elm kc-css-775628 kc_row\">\n<div class=\"kc-row-container kc-container\">\n<div class=\"kc-wrap-columns\">\n<div class=\"kc-elm kc-css-2390395 kc_col-sm-12 kc_column kc_col-sm-12\">\n<div class=\"kc-col-container\">\n<div class=\"kc-elm kc-css-4064684 kc_text_block\">\n<p>In the French Eel Management Plan adopted in 2010, only the professional fishing of the European eel species is allowed, with the setting up of a national fishing quota whose 60% is reserved for restocking and 40% for consumption<\/p>\n<p>The European eel has been listed on the Appendix II of <a href=\"https:\/\/www.op-estuaires.fr\/en\/cites\/\">CITES<\/a>an international agreement which control international trade in species listed on its appendices to protect them from over-exploitation. In 2010 glass eels can\u2019t be sold outside the Europe anymore<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<section class=\"kc-elm kc-css-3835035 kc_row\">\n<div class=\"kc-row-container kc-container\">\n<div class=\"kc-wrap-columns\">\n<div class=\"kc-elm kc-css-3980683 kc_col-sm-6 kc_column kc_col-sm-6\">\n<div class=\"kc-col-container\">\n<div class=\"kc-elm kc-css-872557 kc_text_block\">\n<p>Glass eels fishing represents an important part of the activity of the fishermen from Loire basin, these regulations were heavy of consequences on glass eels\u2019 market and on the profitability of the companies. Faced with a sudden decline in demand and a constant decrease in prices, the professional maritime and river fishermen of the Pays de la Loire got strongly involved in creating a cooperative structure able to adapt production to the market.<\/p>\n<p class=\"translation-block\">C\u2019est ainsi qu\u2019est n\u00e9e l\u2019<a href=\"https:\/\/www.op-estuaires.fr\/en\/op-estuaires\/\" target=\"_self\">OP Estuaires<\/a> en 2013, regroupant pr\u00e8s d\u20191\/3 des producteurs fran\u00e7ais de civelle et 40 % du quota national, avec le soutien du <a href=\"http:\/\/www.corepem.fr\/\" target=\"_self\">Comit\u00e9 R\u00e9gional des P\u00eaches Maritimes et des Elevages Marins des Pays de la Loire (COREPEM).<\/a><\/div>\n<\/div>\n<\/div>\n<div
